Hurricane Maria Management Directives
TSA Adopt-A-Family Program (AAFP)
The Adopt-A-Family Program is a program that allows a TSA office or organizational unit the opportunity to aid and support TSA employees and their families who are severely impacted by a natural disaster.

TSA Gift Card Program (GCP)
The Gift Card Program is a new initiative through which TSA offices, organizational units, or individual employees can provide gift cards to impacted TSA employees and their families.
The GCP allows for a gift card to be provided through the sponsoring office or anonymously. The gift card provided to the receiving TSA employee does not have a designated limit. Additional information relating to participation in the AAFP and the GCP is attached.

Voluntary Leave Transfer Program (VLTP)
Support your colleagues in times of need by donating annual leave and compensatory time to those suffering a loss of home or personal property due to Hurricane Maria.

Emergency Leave Transfer Program (ELTP)
After coordinating with Federal agencies to assess the impact on employees adversely affected by Hurricane Maria in the disaster areas, OPM, in consultation with OMB, has determined that the establishment of an ELTP is warranted.

The ELTP permits employees to donate unused annual leave for transfer to employees of the same or other agencies (or the judicial branch) who are adversely affected by a major disaster or emergency, either directly or through adversely affected family members, and who need additional time off from work without having to use their own paid leave.


After completion of the employee section, leave recipient applications must be submitted to the employee’s immediate supervisor.

Both completed leave recipient application forms and leave donation forms should be sent to HCAccess, either by fax to 1-877-872-7993 or by email to helpdesk@mailserver-hraccess.tsa.dhs.gov. Hurricane Maria ELTP should be included in the subject line.
