Submission Guidelines for Personnel, Payroll, and Benefits Actions
Welcome to TSA HC’s Personnel, Payroll, and Benefits Submission Guidelines Employee Page. On this page you will find important information that will assist you in correctly submitting documentation, otherwise known as being “complete and accurate”, to the Human Capital Service Center (HCSC) for processing.

Why is the Complete and Accurate Submission of Forms So Important?

Complete and accurate standards help to ensure that the HCSC can process submissions and inquires in an efficient and timely manner. If items come to the Human Capital Service Center (HCSC - where all Personnel, Payroll, and Benefits submissions are processed) without all the necessary information and documentation, the processing of actions is delayed.

What Does This Mean for You?

Ensuring timely processing of submissions is a team effort and relies on every party doing their part. Ultimately, you are responsible for certifying anything you submit is ready for processing.

So, how do you do your part? It is very simple:

Use the Help Guides on this page and work with your HR Representative to review all of your documentation to make sure it is fully complete and accurate prior to submission.

The Help Guides provide an outline of the essential information necessary to complete the required forms and to make sure they are submitted correctly the first time. Each Help Guide will include the following: step-by-step directions for correctly filling out the form (including a checklist to aid in form QA, a link to a digital copy of the form, and an image of the form with required fields marked. Please see the example Help Guide below for more information.

Important Reminders Regarding Submissions
We have identified some common issues/errors regarding Payroll, Personnel, and Benefits submissions below. Please read the information below carefully for specific instructions and reminders before submitting to the HCSC.
Payroll
Volunteer Leave Transfer Program (VLTP)

All VLTP recipient forms must be completed in full as outlined in the Help Guides below. It is also important to verify any pertinent medical documentation is attached when submitting the form.

Union Dues

If you are participating in Voluntary Employee Organization activities that require the submittal of union dues, you must make sure to submit SF-1158-1. Please see the Help Guide below to complete the form:

Direct Deposit

When submitting direct deposit information, please see the Help Guide below to complete the form:

Address Change

When submitting an address change, please see the Help Guide below to complete the form: Form can be accessed here:
Employee Personal Page (EPP)

Employees can also initiate an Address Change by accessing their Employee Personal Page (EPP). The complete and accurate requirements remain the same when submitting through EPP as when submitting by using the AD-349 Form. The EPP site can be accessed here.
Benefits

Beneficiary Forms

All beneficiary forms must be submitted with wet signatures and cannot appear to be altered in any fashion. OPM guidelines mandate that employees must mail in paper forms with wet signatures. If these forms are received electronically, with electronic signatures, the submission will be rejected, and the employee will need to resubmit the form. Federal Employee Government Life Insurance (FEGLI)

Federal Employee Health Benefits (FEHB)

Enrollment Codes

When inputting and electing FEHB information, please make sure that you include the full, accurate enrollment code. FEHB enrollment codes must have three digits to be considered complete. The first two digits typically identify the carrier and type of plan, but the third digit identifies who is covered (self only, self plus one, self plus family, etc.).

The OPM website has all the FEHB enrollment codes for each carrier and their health plans. The list of enrollment codes can be found by clicking here.

HMO Plans

When submitting elections for HMOs, please ensure they are covered in your geographic area. When an employee outside of their geographic area, they are being signed up for FEHB but are not covered by the plan they elected. It is your responsibility to understand what plan you are signing up for.

Employee Personal Page (EPP)

Employees can initiate FEHB elections using EPP, but only during Open Season. FEHB elections made through EPP follow the same guidelines for complete and accurate as submitting forms normally and you should refer to guidelines outlined in the Help Guide for further information.

Thrift Savings Plan

TSA employees can submit forms for Thrift Savings Plans (TSP) elections either by mail or by accessing their Employee Personnel Page (EPP). For both submission processes, the complete and accurate requirements are the same. Please see the following Help Guides for information and steps regarding the complete and accurate requirements when submitting TSP forms:

Employee Personal Page (EPP)

Employees can also make submissions electing TSP using their Employee Personal Page (EPP).  To remain complete and accurate when submitting through EPP, employees must verify you are in an active pay and duty status. Once this status is verified, you can make elections through EPP. The EPP site can be accessed here.
